On august 9th Vladimir Putin submitted a proposal which is concerned with having Russian air groups permanently deployed in Syria. This has already been approved by the Russian government, and now need to be confirmed by the parliament.
The proposal states that Russia will receive the Hmeymim air base and it will not have a limit on the deployment of Russian aircraft. The Russians have been stationed on Hmeyim since the beginning of their operations against ISIS.
The chairman also stated that he believes Syria will have problems for some time now and that their forces must always be ready for action. He also remarked that: “have always kept Tartus as a supply point of our naval forces in the Mediterranean Sea, we are now adding the Hmeymim air base”
